ملخص :

سنستهل مقالنا هذا بالجملة الشهيرة لرئيس الهندي الراحل (المهاتما غاندي) ” كل ما تقومون به من أجلي، وبدوني، فهو ضدي.”

يوم 13 أكتوبر 2017، وبمناسبة افتتاح الدورة التشريعية، صدح جلالة الملك محمد السادس في خطابه السامي بقبة البرلمان، أمام نواب الأمة وممثلي وسائل الإعلام، مشددا على ضرورة: ” إعادة النظر في نموذجنا التنموي لمواكبة التطورات التي تعرفها البلاد، وفق رؤية مندمجة لهذا النموذج كفيلة بإعطائه نفسا جديدا، وتجاوز العراقيل التي تعيق تطوره، ومعالجة نقط الضعف والإختلالات التي أبانت عنها التجربة…”،

داعيا في هذا الصدد، إلى ” اعتماد نهج المقاربة التشاركية..، مناشدا الجميع، من حكومة وبرلمان و مختلف المؤسسات والهيئات المعنية، وكفاءات وطنية وفعاليات جادة، وجميع القوى الحية، كل في مجال اختصاصه، لإعادة النظر في نموذجنا التنموي، واعتماد حلول مبتكرة وشجاعة، من أجل بلورة مشروع نموذج تنموي جديد…، وإعمال وقفة وطنية جماعية، قصد الانكباب على القضايا والمشاكل التي تشغل المغاربة، والمساهمة في نشر الوعي بضرورة تغيير العقليات، التي تقف حاجزا أمام تحقيق التقدم الشامل، الذي نطمح إليه…وملائمة السياسات العمومية لتستجيب لانشغالات المواطنين، حسب حاجيات و خصوصيات كل منطقة.”.

استلهاما بهذه التوصيات السامية، ومساهمة منا في تخصيب القوة الاقتراحية التنموية، وفي تفعيل النقاش العمومي، حول ضرورة نهج مقاربة تشاركية مندمجة، لتجديد أو “تثوير” مشروعنا التنموي الترابي، نقدم للمهتمين والمتتبعين والباحثين، دراسة تحليلية مطولة، تقترح مجموعة من المفاهيم ، والنماذج والمنهجيات، والأنماط والمقاربات، وليدة عدة تجارب وخبرات وطنية ودولية في مختلف ميادين ومجالات التنمية البشرية المندمجة والمستدامة، والتي يمكن الاستئناس بها، أو استثمارها بشكل تفاعلي ودينامي، في مختلف عمليات أو مراحل إعداد وتدبير البرامج والمشاريع التنموية الترابية، على مستوى مختلف مستويات الجماعات الترابية، المحلية منها، والإقليمية والجهوية، للدفع قدما بتجارب وأوراش التنمية الترابية المحلية، في أفق تعزيز وتقوية نسيج التنمية الوطنية، في إطار المشروع الترابي المجتمعي الحداثي والديمقراطي، المواكب لتحولات وتحديات العولمة الكاسحة، ولرهانات ومدارات القرية الكونية الشاملة.

أصبحت التنمية الترابية المحلية المندمجة والمستدامة مطلبا راهنا وذو طابع ملح غير قابل للتأجيل، تتطلب تجاوز المشاريع  الممركزة والمقاربات القطاعية التي أبانت عن تواضع نتائجها بسبب نظرتها للمجال كمعطى محايد، مقاربات وضعت من التراب المحلي موضع إسقاط للبرامج المركزية التي تتسم بمنهجيتها التعميمية ذات النمط الواحد دون مراعاة للخصوصيات المحلية، هذه التصورات لا تتماشى غالبا مع تطلعات المحلي، مما يفرض ضرورة الانتقال إلى المقاربة الترابية التي تتيح الفهم العميق لحاجيات  الساكنة المحلية وكآلية لنجاح المشاريع التنموية المحلية، هذه المقاربة تجمع بين خطاب سياسي وآخر تنموي لمعالجة التحديات  المجالية لتقوية مناعة وتنافسية التراب عبر إحدى أهم أدوات الاشتغال على التراب وتنميته ألا وهي “المشروع الترابي“ .

سنروم من خلال بحثنا هذا تسليط الضوء على مفهوم “المشروع الترابي” في أبعاده الدلالية النظرية وحيثياته ووظيفته ومراحل بناءه وأجرأته وشروط بلورته ومختلف تمفصلاته، لإنتاج وثيقة متكاملة إلى حد ما على مستوى المعرفي والإجرائي، يحدونا في ذلك جدة المفهوم وأهمية الإلمام به من لدن الباحث في موضوع التنمية الترابية عموما والباحث الجغرافي على الخصوص.

Abstract

We will start our article with the famous phrase of the late Indian President (Mahatma Gandhi) “Anything you do for me, and without me, is against me”.

On October 13, 2017, on the occasion of the opening of the legislative session, His Majesty King Mohammed VI delivered his noble speech at the dome of parliament, in front of representatives of the nation and representatives of the media, stressing the need to: “Reconsider our development model to keep pace with changes in the country, according to an integrated vision of this model which will ensure by giving it new life, overcoming the obstacles that hinder its development, and remedying the weaknesses and imbalances that experience has revealed…”

He called, in this regard, to “adopt the approach of a participatory approach. He appealed to all, from the government, parliament, the various institutions and bodies concerned, national authorities, serious actors of all living forces, each in his own domain. Skills, to reconsider our development model, and to adopt innovative and courageous solutions. , in order to crystallize a project for a new development model…, and to put in place a collective national position, in order to focus on the issues and problems that concern Moroccans, and contribute to raising awareness the need to change mentalities, which stand in the way of the achievement of global progress, to which we aspire… and the opportunity of public policies to respond to the concerns of citizens, according to the needs and particularities of each region .

Inspired by these noble recommendations, and our contribution to enriching the force of development proposal, and to activate the public debate, on the need for an integrated participative approach, to renew or “revolutionize” our territorial development project, we present to the interested parties , observers and researchers, a long analytical study, proposing a set of concepts, models and methodologies The schemes and approaches are the result of several national and international experiences and expertise in various fields and areas of integrated and sustainable human development, which can be used , or invested in an interactive and dynamic way, in the different processes or stages of development and management of land development programs and projects, at the different levels of local and territorial communities, including, regional and regional, to advance experiences and workshops of territorial development, outside izon of the consolidation and reinforcement of the fabric of national development, within the framework of the project of modern and democratic societal territory, which accompanies the transformations and the challenges of an in-depth globalization, and the stakes and the orbits of the global planetary village.

Integrated and sustainable local territorial development has become a current, urgent and unavoidable requirement, which requires transcending centralized projects and sectoral approaches that have shown modest results due to their vision of the field as neutral data. particularities, these perceptions are often not in line with local aspirations, which imposes the need to move to the territorial approach which allows a deep understanding of the needs of the local population and as a mechanism for the success of local development projects. The tools for working and developing the soil are the “territorial project”.

Through our intervention, we will shed light on the concept of “territorial project” in its theoretical semantic dimensions, its raison d’être, its function and its stages of construction.

And its audacity, the conditions of its crystallization, and its various details, to produce a document that is somewhat cognitively and procedurally integrated.

The concept and the importance of knowing it for the researcher about territorial development in general and for the researcher in geography in particular.
