ملخص :

على الرغم من الإسهامات والبدائل المطروحة للتعاون وبناء علاقات مميزة مع دول الجوار العربي، إلا أن طبيعة العلاقات البينية لاتزال بحاجة إلى إجراء المزيد من الدراسات والأبحاث التي تبرز أهمية التنمية العلاقات التعاونية بين دول الجوار، وتوعية تساهم ليس فقط في بناء تصور مشترك، بل تحييد الحساسيات والخلافات، وهنا يجب على الجميع تبني سياسات أكثر انفتاحا في التعاملات البينية الآنية والمستقبلية على حد سواء، ويفرض هذا المطلب معرفة الجميع بقواعد وبديهيات الفهم المشترك، فضلا عن بناء خطوط تفسيرية لمجموعة من الدلالات، طموح، رغبة، مصلحة، استقلال.. لأن أي اختلال في التفسير أو تعارض في الفهم سوف يؤدي إلى تعقيد الأوضاع، وبالتي تحول منحى العلاقات إلى مرحلة الصراع من جديد.

ولآن العملية المنوه عنها أعلاه لم تكن بالسهولة المتصورة لدى البعض تبعا للإرث المتراكم من الشك بين هته الأطراف، فإن متطلبات تحقيق الفائدة المشتركة وضرورة بناء شروط مناعة للعلاقات العربية مع دول الجوار سينتج عنها مخرجات إيجابية أكثر بكثير مما لو تركت للظروف، وهنا يجب يبرز دور النخب الحاكمة العقلانية أو المعتدلة في تثبيت الخيارات المحتملة على قدر عال من الفعالية، مثلما يحفز الشعور بأهمية وضرورة إيجاد محركات للتقدم والتفاؤل كأساس لصحة العلاقات المرجوة، بمعنى أن تكون محصلة الجهد خلق شعور تاريخي يحفظ استقلال الشخصية القومية، ويقدم مقومات ضبط لها وإخضاعها للسيطرة طالما كان ومازال هناك منبع للشك والحساسية، خاصة في ظل تدفق المغريات التي فرضتها بها شروط الإدراك المتجددة لاسيما بعد المتغيرات الأولية الجديدة والإحساس المتبلور بأن بناء الكيان والشخصية المستقلة ليست حالة مطلقة مبنية على علاقات صفرية.

Abstract

Despite the contributions and alternatives proposed for cooperation and building distinctive relationships with Arab neighboring countries, the nature of bilateral relations still requires further studies and research that highlight the importance of developing cooperative relations between neighboring countries, and raising awareness that contributes not only to building a common vision, but also to neutralizing sensitivities and disputes. Here, everyone must adopt more open policies in both current and future bilateral dealings, and this requirement necessitates everyone’s knowledge of the rules and common understanding, as well as building interpretive lines for a set of meanings such as ambition, desire, interest, and independence. Any distortion in interpretation or contradiction in understanding will complicate matters and turn the direction of relationships back to conflict.

Since the aforementioned process was not as easy as some imagined due to the accumulated legacy of doubt between these parties, the requirements for achieving mutual benefit and the necessity of building immunity conditions for Arab relations with neighboring countries will produce much more positive outcomes than if left to circumstances. Here, the role of rational or moderate governing elites in consolidating possible choices with a high level of effectiveness must be emphasized, as well as fostering a sense of importance and the need to find engines for progress and optimism as a basis for the desired healthy relationships, meaning that the outcome of the effort should create a historical sense that preserves the independence of national identity, and provides control mechanisms for it as long as there is a source of doubt and sensitivity, especially in light of the flow of temptations imposed by the conditions of renewed perception, especially after the new initial changes and the emerging sense that building an independent entity and personality is not an absolute state built on zero relationships.
