تقديم :- 

يعد موضوع مكانة الدولة ضمن تراتيبية القوى في النظام الدولي من المواضيع المهمة التي تحتل أهمية كبيرة في الدراسات الموضوعية للعلوم السياسية، وانطلاقاً من اهمية ذلك جاءت الدراسة: (المكانة الجيوستراتيجية لسنغافورة:دراسة في تراتيبية القوى المتوسطة وتاثيرها في النظام الدولي) موضوعاً للرسالة، إذ تعد جمهورية سنغافورة واحدة من ابرز الدول الت حققت تقدماً كبيرا ًفي جميع المجالات ولاسيما الاقتصادية والتكنولوجية والعسكرية والسياسية الامر الذي مكنها ان ترتقي الى مكانة متميزة ضمن تراتيبية القوى في النظام الدولي.تحاول الدراسة معالجة الإشكالية القائمة على ان سنغافورة تحاول جاهدة لإثبات مكانتها كقوة متوسطة صاعدة فاعلة ومؤثرة في التفاعلات السياسية الإقليمية والدولية معتمدة فيذلك على ما تمتلك من مقومات القوة الشاملة، وتوظيفها بالشكل الذي يحقق لها ذلك. وتنطلق الدراسة من فرضية علمية طردية مفادها: أنه كلما تمكنت سنغافورة من توظيف مقومات قوتها الشاملة بشكل صحيح، كلما هيئ لها ذلك ان تكون بمكانة القوى المتوسطة الصاعدة، وان استمرار توظيفها الصحيح والأمثل لهذه المقومات سيمنحها مكانة اعلى ضمن تراتيبية القوى في النظام الدولي في المستقبل المتوسط.عليه تحاول هذه الدراسة بيان الاطار المفاهيمي لمفهوم القوة والقوى المتوسطة ومراحل تطورها، كما وتركز على عرض وتحليل مقومات القوة الشاملة لسنغافورة (المقومات الثابتة نسبياً، والمقومات المتغيرة)، والمحددات التي تواجهها سواء على الصعيد السياسي او البيئية او الاقتصادي او الامني او السكاني، كما توضح طبيعة دورها الاقليمي والدولي، ذلك فضلاً عن قياس قوتها الفعلية وإعطاء رؤية لمستقبل مكانتها في النظام الدولي. وتوصلت الدراسة الى بعض الاستنتاجات منها: أن سنغافورة تمتلك من المقومات الثابتة نسبياً والمتغيرة ما يهيء لها ان تكون بمكانة القوى المتوسطة الصاعدة ضمن النظام الدولي، وكما تتمتع سنغافورة بشراكة متميزة وقوية مع كل من الولايات المتحدة الامريكية وجمهورية الصين الشعبية في كافة المجالات.

Abstract

The subject of the state’s position within the hierarchy of powers in the international system is one of the important topics that occupies great importance in objective studies of political science. Based on the importance of that, the study: (The geostrategic position of Singapore: a study of the hierarchy of middle powers and their impact on the international system) came as a topic for the dissertation. The Republic of Singapore is one of the most prominent countries that has achieved great progress in all fields, especially economic, technological, military and political, which has enabled it to rise to a distinguished position within the power hierarchy in the international system. The study attempts to address the problem based on the fact that Singapore is striving to prove its position as an effective and influential rising middle power in regional and international political interactions, relying on the comprehensive power components it possesses and using them in a way that achieves this. The study is based on a direct scientific hypothesis that says: The more Singapore is able to properly employ the elements of its comprehensive power, the more this will prepare it to be in the position of rising middle powers, and that its continued correct and optimal use of these elements will give it a higher position within the hierarchy of powers in the international system in the medium future. Therefore, this study attempts to clarify the conceptual framework of the concept of power and middle powers and the stages of their development. It also focuses on presenting and analyzing the components of Singapore’s comprehensive power (relatively fixed components and variable components), and the determinants it faces, whether on the political, environmental, economic, security, or demographic levels. It also explains the nature of Its regional and international role, in addition to measuring its actual strength and giving a vision for the future of its position in the international system. The study reached some conclusions, including: Singapore possesses relatively fixed and variable components that enable it to be in the position of rising middle powers within the international system, and Singapore also enjoys a distinguished and strong partnership with both the United States of America and the People’s Republic of China in all fields.
