الملخص:

انتشر مفهوم القوة الناعمة بعد نهاية الحرب الباردة، بعدما تبيّن أن السياسة الدولية لا يمكن أن تعتمد على القوة العسكرية فقط، ومع سيطرة العولمة ومجتمع المعرفة ووسائل التواصل الاجتماعي المختلفة، اكتسبت القوة الناعمة دفعاً وتأثيراً كبيراًكونها تعتمد على أفكار وتقارير وأبحاث ومعلومات وإعلام، والهدف من هذه القوة هو تحقيق العاملين فيها أكبر قدر ممكن من المكاسب السياسية والاقتصادية والثقافية والجيوستراتيجية.

ومن هنا تحاول المقاومة التي تتبوأ مكانة مهمة بين القوى الفاعلة في المنطقة الاستفادة من عناصر القوة الناعمة كبقية الدول، كونها تصلح كوسيلة للنجاح في الصراع مع إسرائيل وتمتلك القدرة على قلب وتغيير الديناميكية الدولية، وانتزاع شرعية إسرائيل، وتصويرها كدولة مارقة على القانون الدولي.

يسعى البحث الى بيان كيف مكنت أدوات القوة الناعمة المقاومة من تحقيق استراتيجيتها، وتحليل وتقييم الآثار المترتبة للقوة الناعمة في إطار العمل الاستراتيجي المنظم لتحقيق أهداف المقاومة، واستخدمت الدراسة المنهج الوصفي التحليلي في الإجابة عن تساؤلاتها التالية: ماهي طبيعة القوة الناعمة؟كيف وظفت المقاومة عناصر قوتها الناعمة لتنفيذ اهداف سياستها، وما الآثار المترتبة على توظيف المقاومة لقوتها الناعمة؟

ومن أهم النتائج التي توصل اليها البحث،ان التحول من القوة التقليدية الصلبة إلى القوة الناعمة يجعل العالم أمام مرحلة جديدة في العلاقات الدولية وأمام نظام عالمي جديد،واعتبار المقاومة الناعمة تهديداً استراتيجياً يهدد وجود إسرائيل، كما إن المقاومة نجحت في تبني سياسة القوة الناعمة كأداة من أدوات حل الصراع، لكشف سياسات إسرائيل العنصرية، بالإضافة الى أن المقاومة الناعمة حققت مكاسب سياسية ووطنية على كل الأصعدة المحلية والدولية والأممية،بالتالي تسعى الحرب الناعمة التي يشنها العدو الى كسر المقاومة وإلغاءها من وعي بيئتها الحاضنة والشعوب العربية والغربية.

وفي ضوء النتائج التي توصلت اليها الدراسة فإنها توصي بما يلي: العمل على زيادة الوعي الوطني في كيفية التعامل مع موجات العولمة بمختلف توصيفاتها الثقافية والعالمية والسياسية،وصياغة رسالة سياسية ذات قيم عالمية داعمة للحق الفلسطيني وفاضحة للممارسات الإسرائيلية،كما أن أشكال المقاومة الناعمة في مواجهة المشروع الاستعماري الاحتلالي، يجب أن تصبح ثقافة وطنية، وجزءاً أصيلاً من الوعي الوطني الفلسطيني.

ABSTRACT

The concept of soft power spread after the end of the Cold War, after it became clear that international politics cannot depend on military power only, and with the dominance of globalization, the knowledge society and various social media, soft power gained great impetus and influence as it relies on ideas, reports, research, information and media, and the goal of This force is the realization of its workers as much as possible political, economic, cultural and geostrategic gains.

Hence, the resistance, which occupies an important position among the active forces in the region, is trying to benefit from the elements of soft power, like the rest of the countries, as it is suitable as a means of success in the conflict with Israel and has the ability to reverse and change the international dynamic, and extract Israel’s legitimacy, and portray it as a rogue state on international law.

The research seeks to demonstrate how the tools of soft power enabled the resistance to achieve its strategy, and to analyze and evaluate the effects of soft power within the framework of organized strategic action to achieve the goals of the resistance. The study used the descriptive analytical approach to answer the following questions: What is the nature of soft power? How did the resistance employ the elements of its soft power to implement the goals of its policy, and what are the implications of the resistance employing its soft power?

Among the most important findings of the research is that soft resistance is considered a strategic threat to the existence of Israel, and the resistance has succeeded in adopting the policy of soft power as a tool for conflict resolution, to expose Israel’s racist policies, in addition to that soft resistance has achieved political and national gains at all local levels And the international and the international, just as the soft war waged by the enemy seeks to break the resistance and eliminate it from the awareness of its incubating environment and the Arab and Western peoples.

In light of the findings of the study, it recommends the following: Work to increase national awareness on how to deal with the waves of globalization in its various cultural, global and political descriptions, and that the forms of soft resistance in the face of the occupying colonial project must become a national culture and an integral part of the national consciousness.
