يحتل التحالف الاستراتيجي الروسي الصيني أهمية كبيرة في العلاقات الدولية وهذه الاهمية تأتي في التحولات والتطورات العالمية التي تشهدها البيئة الدولية، والذي يعدهما شريكين استراتيجيين قادرين على أن يصبحا قوة مؤثرة في النظام السياسي الدولي، وأن لديهم رغبة كبيرة وواضحة في المشاركة بشكل أكبر وفعال في تحديد الشكل الذي يقوم علية النظام الدولي الجديدومحاولة خلق نظام دولي متعدد الاقطاب.، فأن المتغيرات المؤيدة لنجاحمها تشكل تهديدا للقوة الغربية على رأسهم الولايات المتحدة الامريكية.

وتعالج الدراسة اشكالية في مدى قدرة التحالف الاستراتيجي القائم بين روسيا الاتحادية والصين على القيام بدور مؤثر وفاعل في النظام السياسي الدولي، فقا المرتكزات التحالف الاستراتيجي ومدى قدرتهما في التأثير على هيمنة الولايات المتحدة الامريكية في المرحلة القادمة، وتنطلق في ذلك من فرضية علمية قائمة على أن النظام السياسي الدولي يشهد العديد من المتغيرات في ميزان القوة على الصعيدين الاقليمي والدولي،أن كلما ارتقت طبيعة العلاقة بين الصين وروسيا الى مستوى التحالف كلما كان أثر ذلك على طبيعة النظام الدولي، وكلما تراجعت طبيعة تلك العلاقة كلما قل تأثيرها على شكل وطبيعة النظام الدولي.

وتركز الدراسة على التوظيف التحالف الاستراتيجي الروسي الصيني وبناء أكثر شمولاً حول معرفة طبيعة النظام السياسي الدولي ومدى تأثير القوتين قاريتين التي لن ترضيا على قيادة الولايات المتحدة الامريكية للنظام الدولي، عن طريق ركائز تحالفهم وأبعادهم ودوافعهم في خلق نظام سياسي متعدد الاقطاب في إعادة صياغة التوازنات الاقليمية والدولي يخدم مصالحهم  وأهدافهم المستقبل, وقد نستنتج من هذه الدراسة أن التحالف الاستراتيجي الروسي الصيني ضمن المرتكزات التي برزت في النظام السياسي الدولي الجديد وهو تحالف تفرضها ضرورات المصلحة العامة بين القوتين في مواجهة هيمنة الولايات المتحدة الامريكية ومحاولة عرقلتها في خلق نظام دولي متعدد الاقطاب يخدم اهدافهم وانسجام رؤياهم تجاه النظام الدولي، ستبقى العلاقات الروسية الصينية ذات الاولوية الاكثر اهمية لها بحكم التحولات الجيو سياسية في العالم.

Abstract

The Russian-Chinese strategic alliance occupies great importance in international relations, and this importance comes in the global transformations and developments taking place in the international environment, which considers them two strategic partners capable of becoming an influential force in the international political system, and that they have a great and clear desire to participate more and effectively in determining the shape On which the new international system is based and the attempt to create a multipolar international system, the variables in favor of its success constitute a threat to the Western power, led by the United States of America.

The study addresses the problem of the ability of the existing strategic alliance between the Russian Federation and China to play an influential and effective role in the international political system, according to the pillars of the strategic alliance and the extent of their ability to influence the hegemony of the United States of America in the next stage, The international political scene witnesses many changes in the balance of power at the regional and international levels, that the higher the nature of the relationship between China and Russia to the level of alliance, the greater the impact on the nature of the international system, and the less the nature of that relationship, the less its impact on the form and nature of the international system.

The study focuses on the Russian-Chinese strategic alliance and building a more comprehensive knowledge of the nature of the international political system and the extent of the influence of the two continental powers that will not be satisfied with the leadership of the United States of America in the international system, through the pillars of their alliance, their dimensions and their motives in creating a multipolar political system and reformulating the regional and international balances in What serves their interests and future goals, and we may conclude from this study that the Russian-Chinese strategic alliance is among the pillars that have emerged in the new international political system, and it is an alliance imposed by the necessities of the public interest between the two powers in confronting the hegemony of the United States of America and trying to obstruct it in creating a multipolar international system that serves their goals and harmony Their vision towards the international system, Russian-Chinese relations will remain the most important priority for them by virtue of the geopolitical transformations in the world.
