ملخص :

يهتم علم الاقتصاد الدولي بدراسة ظاهرة التجارة الخارجية بين دول العالم، وذلك من خلال تحليل تدفق المنتجات، ودراسة السياسات التي تستهدف تنظيم ورقابة الصادرات وتأثيرها على الاقتصاد والمجتمع، وقد وضعت عدة نظريات لفهم الاقتصاد الدولي والاقتراب من قضايا الاستثمار الموجه للتصدير، وتحليل أسباب توطين ونقل الشركات. وهكذا أصبح جذب الاستثمارات مهما مثل القدرة على المنافسة، وإذا كانت القدرة التنافسية تتحقق أولا وقبل كل شيء على قدرة الشركات الوطنية على الفوز بحصة في السوق العالمية، فإن الجاذبية تستند من ناحية إلى مدى قدرة المجال المحلي والوطني في جذب الاستثمارات، مما يؤدي إلى التفاعل بين التنافسية والجاذبية والتي تنكشف في شكل إجراءات متبادلة، ومن ناحية ثانية إلى زيادة التنافسية عن طريق كسب حصص جديدة بالأسواق من خلال زيادة توطين وحدات الإنتاج على وجه الخصوص، ومن ناحية أخرى تنفيذ ووضع استراتيجية ديناميكية لجذب الاستثمارات إلى التراب الوطني، وبالتالي نمو في القيمة المضافة ولا سيما في اعتماد أفضل للتكنولوجيا، وهذا يؤدي إلى رفع وزيادة مستويات القدرة التنافسية الوطنية.

من خلال ما سبق سنعمل على إبراز محددات وعوامل جدب الاستثمارات ثم تحليل الأسس والدواعي وراء توطينها، وأخيرا سنقوم بتوضيح العناصر المتحكمة في عملية توطين هذه الاستثمارات التي يتم رسمها اليوم، قبل أن نركز على أهمية الإطار المجالي ودوره في استقطاب واحتضان المشاريع الاستثمارية. والمغرب من خلال موقعه الجغرافي واختياراته السياسية والاقتصادية علق أهمية كبيرة على اجتذاب الاستثمارات بمنح وتوفير المزيد من المزايا لاستقطاب المستثمرين، فكيف تم ذلك؟

Abstract :

International economics is interested in studying the phenomenon of external trade between the different countries of the world, by analyzing the flow of products and studying policies that aim to organize and control exports and their impact on the economy and society. Several theories have been developed to understand the international economy, to approach the issues of export-oriented investment, and to analyze the causes of establishment and transferring companies. Thus attracting investment has become as important as the ability to compete, and if the competitiveness is achieved first and foremost with the ability of national companies to win a share in the global market. Then the attraction is based firstly on the ability of the local and national field to attract investments leading to the interaction between competitiveness and attractiveness which is exposed in the form of mutual actions, secondly on the increase of competitiveness through gaining new shares in markets and by raising the establishment of production units in particular, lastly, by executing and setting a dynamic strategy to attract investment to the national territory, Therefore a growth in the added value especially by a better use of technology, which leads to increasing and raising the levels of the national competitiveness.

On the whole, we will work to highlight the determinants and factors of investment attractiveness, then analyze the foundations and the reasons behind their establishment, finally, we will clarify the controlling elements in the process of setting up these investments that are drawn today, before we focus on the importance of the field framework and its role in attracting and embracing investment projects. Morocco, Through its geographical location and its political and economic choices, attached a great significance to enticing investments by granting and providing more advantages to investors, So how did that happen?
